The text discusses the problems connected with the organization of situations which promote the increase of the educational efficiency of the developmental environment of children and adults. A special emphasis is put on children’s early fall out of the educational influence of family, school or local community. This is a crucial problem not only for a developing individual, but also for the development of a community. The earlier children fall out of the influence of educational institutions, the smaller the probability that their way of functioning will be shaped by social determinants and that it will take them into account in the future.
